Umatilla National Forest: Largest portion of Winom-Frazier OHV area is in the North-Fork of the John Day Ranger district of this National Forest.  Offices based out of Ukiah Oregon

Wallowa-Whitman National Forest: In conjunction with Umatilla NF, manages the Winom-Frazier OHV area

Deschutes & Ochoco National Forests: Central Oregon Combined Off-Highway Vehicle Operations (COHVOPS) provides excellent maps, trail information, and real-time conditions updates
